How does it not? Have you played the GTA games? Because I have, and the story for Vice City and Liberty City Stories, are both absolutely incredible. If storytelling alone is the qualification for art, the GTA games (with the possible exception of III) definitely would be considered art.

I think it's just that no one can define art. You say it's the outpouring of a person's soul into something, I can't agree. You say it's a deep and thought-provoking storyline, yet you dismiss GTA because (I assume) you dislike the games, but if you're going to define art as something you can't dismiss something that falls in the same category just because you personally don't like it.

If I say art is putting paint on a canvas I can't say Picasso isn't art just because it doesn't make a picture, because Picasso put paint on a canvas, which fits my definition.

Sorry, I think I'm going to go the way of Kojima and AH. I can't really see games as art now given the criteria.

I guess it's all a matter of perspective. Granted, I wouldn't say all games are art. But there are many that are. It's just like comparing paintings from Da Vinci vs a splotched up mish mash created by a six year old. Both are paintings, which are considered "art", but only one of the two is actually "art".

But you know what? I'm not an art fan. Honestly, paintings are nothing more that splotches of paint on a canvas to me. And the Mona Lisa is highly overated. Know why I feel this way? Because it's simply not my interest. But I still consider them art.

I also consider books, movies, TV, ect. art. The problem is that society has yet to recognize many of these as true art forms.

Anybody can write a novel, make a movie, program a game, paint a picture, ect., but it's the gems that stand out from the rest, the ones that shine among all others, Chrono Trigger, Zelda 64, MGS, Starfox 64, Super Mario World, Metroid Prime, ect. (though people's tastes and preferences may vary). I do indeed consider all of the above games art.
