It probably wouldn't effect the release date in Japan as DQVIII is already out there.
Generally speaking, however, they won't want to release their major console titles in the same market at exactly the same time. Competing with oneself only hurts sales.
On the console side of things, Square-Enix has Kingdom Hearts 2, Final Fantasy XII, Romancing SaGa: Minstrel Song, Game Arts' Grandia III, and that Code Age Commanders game that we know nearly nothing about.
In addition, Dragon Quest VIII and Tri-Ace's Radiata Stories have been released in Japan but not stateside. We will likely get more solid release dates for some of these games at E3.
