Avatar trouble pleeze help

When ever I try to put in a custom avatar a screen comes up and it says forbidden you do not have acsess. does anyone know why or how i can put in an avatar and make it work?

well, maybe its too big? (has to be under 90x90 pixles) and a certain size, i'm not quite sure the kb amount it has to be under.

(o yeah, sometimes it takes a couple of hours for members to respond)

i tried that I got the right sizes and everything but it still says its forbidden. I asked a monitor about this but she hasn't replied yet
