Well, I've almost finished season 2 too, and he still hasn't told Suzaku what really happened with Euphy.

Personally I think Lelouch knew telling Suzaku that wouldn't change a thing. Actually it would sound like he would be making excuses if he did try that. It didn't change the fact that it was still his fault, and he ended up going along with it afterwards, for the sake of his plans and all.

I haven't watched this particular anime, but in Japanese culture if someone explains why something wasn't their fault--even if it truly was not their fault--that person will be severely looked down upon. You are supposed to accept responsibility without complaining or making excuses, even if it is not your fault, and people who accept the consequences for what happened despite not being at fault will be admired as having done the right thing.

That would be the case, but it's not really Japan at the moment, it's Area 11, with a lot of Britannia influence taking most of the culture (by force), since Britannia took over and colonized all of the once existing Japan.
