I thought it might be easier for people to create RPGs, if they have a basis for what is allowed, that way they wouldnt put their hearts into thi only to find out its to gothic or something like that.

The out of charicter forum is for rpg information and for pitching ideas. The rules are stickied there. It does say that contriversial things, wich is pretty easy to figure out wont be allowed. so there is really no problem at all.
