I'd say that depending on the video card/chip he's got, it might just be that the gamma settings somehow got turned down to "dim." Have him do this, if he can see well enough to do it:
1. Right-click on any empty space on the desktop; choose Properties.
2. Under the Settings tab, click the "Advanced..." button.
3. Somewhere in there, there should be something to do with the gamma settings; try adjusting that to see if it helps.
