I've only ever seen the first like 20 episodes of the first FMA though I think. I've never seen the Brotherhood series or whatever the new FMA is called yet.

Neh, I'm not sure about Monster yet. I read the anime review and it sounds rather violent and a bit disturbing. I find it hard to stomach intense violence, even in anime. Lol.

Johann (Monster) -- his being the greatest villain ever is ZERO understatement.

Izaya (Durarara!!) -- he's villain right? Or just seriously twisted?
Legato (Trigun) -- is so creepy he's awesome.
Creed (Black Cat) -- though I did hate him all the way through the first time I watched the series, and for most of the rewatches. It's only a recent caving to admitting I like him.

i forgot about Creed. he's good. but no where near as awsome and as creepy as Johann.

His only definable character trait is that he wants REVENGEEEEEEEE for the death of his clan thus he is an emo turd because all he cares about is emo VENGEEEENCEEE

Vision of Escaflowne - Dilandau (too crazy not to like)

FMA (first series) - Scar (if he counts), Lust (because of the way their characters end up)

FMA: Brotherhood - Scar (mostly the same as the first series, but I like him for slightly different reasons), Pride (too creepy not to like), Kimbley (so smooth and unconcerned he freaks me out), Envy (because his "true form" is that cool, and because his seiyuu did an awesome job)

Gankutsuou - does the Count count? /bad pun

Howl's Moving Castle - Witch of the Waste (fat and hilarious)

Last Exile - Maestro Delphine (so evil and hair-raising I find myself fascinated), Dio Eraclea (he reminds me of Dilandau from Escaflowne, Mello from Death Note, and Envy from FMA)

Castle in the Sky - the pirates (for all their brawling and yelling, and their mom too)

Wolf's Rain - Darcia (when he first showed up in that weird mask, I never expected to feel sorry for him later)

Monster - Johann Liebert (because whenever I looked into his eyes, I felt calm, and as soon as he was gone I felt a chill over what he'd done - never met a villain like that before)

EDIT: OH I FORGOT!!! I really love Team Rocket from Pokemon; they're hilarious. "To protect the world from devastation..."

I feel ashamed! I forgot poor team Rocket to. They're amazing. xD

-Hollow Ichigo. So cool. I don't even know if he's actually classified as a bad guy though, since I haven't kept up with Bleach for years.

-Invader Zim. I guess that's not exactly anime, but FUNimation did license it.
-Alice and Decus from Tales of Symphonia: Dawn of the New World were pretty amusing. Oh wait, do anime video games count?
