This is a real thing. The series is airing in Spring 2010, produced by Ordet, some new studio formed by ex-KyoAni director Yamamoto Yutaka. The pilot PV, which you linked, was released on DVD and BRD near the end of September and I think it was first revealed at Animelo 2009 during Hatsune Miku's set on stage. Obviously, music will be done by ryo and the art is getting supervision from huke.
