Illegal downloads: A HUGE problem for Liscened Anime

I try to get stuff legally if at all possible, but some series I just canNOT find anywhere else, so I get it offline. Some, I can't even find online, and that irritates me, like Kenko Zenrakei Suieibu Umisho, I haven't been able to find in English ANYWHERE. German, yes. Spanish, yes. English, nowhere.
