Just a question; why is the Combining Cyrillic Millions symbol considered an explicit character on this forum?

Probably because it's been used as a modified 'trick' symbol to wreak havoc on web forums. From Wikipedia:

It has gained popularity on the internet as a character that is supposedly responsible for creating "backwards text" that applies to every character succeeding the symbol on the same line.

when the symbol is copied and pasted, the style formatting is copied along with it, unbeknownst to the one doing the copying.

Ah, that's true... I hadn't really considered that. I was just playing around with it earlier, and when I tried to use it in my sig, it was blocked out.
