you can make button on adobe photoshop, =/ if that is what you mean.

If you're willing to invest in a program, I'd suggest Paint Shop Pro 7. It's a lot cheaper than Photoshop, and it comes with Animation Shop for free, which allows you to create animated buttons and banners. I'm aware that there is a Paint Shop Pro 8 out now, but I've never used it. I got PSP 7 off eBay for $40. I also use it for creating web page interfaces.

You could try the GIMP. It's free and legal. At the same time.
