one go about adding an oekaki bord to a site?

It depends on what kind of oekaki board you want (or rather, the system you're using) and whether or not you have things such as PHP or MySQL access. (I'm guessing if you don't have the latter two, or at least PHP enabled, you won't have much luck.) If you want one like the OekakiPoteto on this site, it's not too hard as serves my memory - you upload your files into a directory on your server (I don't remember if you have to do any interior configuration), CHMOD them appropriately, and possibly run some kind of installation .php file on your server. The manual breaks it down and has a newbie guide for those who aren't familiar with things like CHMOD...

What Ink said. As far as setting up OekakiPoteto goes, read the manual, as I can't for the life of me remember the exact details of how I set it up on the CAA. OekakiPoteto is (as far as I know) the most fully featured oekaki board out there.

One more thing. You'll need PHP and MySQL. It's very rare for this to come with free hosts, so setting up an oekaki board might require you to invest some money. The majority of the free hosts that offer PHP and MySQL are lousy - they set a very low bandwidth threshold. If the site becomes popular you will probably end up with a "Bandwidth Exceeded" notice replacing your entire website.
It's a shame that the 1and1 free hosting offer isn't there anymore.. oh well...
