Windows XP Start-up Issue

When my parent's computer boots up, it says:
From what I can tell, I think I need to find a way to restore the boot-up files or such, but I'm not sure how. I have the Windows XP installation CD, but I've had no success yet in fixing it (and, obviously, I'd like to avoid having to wipe it down).
Suggestions?
