Ok to start:
YES I still own a sony playsation 1 so I can legally use a Playstation 1 emulator...
and
YES I only play games that I have the disks for as I know games bios(*.bin) files are ilegal...
so no one needs to get on my case about either of them.

What I am trying to find out is that for using a PC playstation emulator you need the scph1001.bin video bios to run NTSC games buy what video bios do you need to run PAL games?

Emulators are 100% legal btw. ROM's are not unless you own a copy of the game itself.

and sometimes, ROMs may still be illegal. I am reminded by the warnings at the end of the Goldeneye (N64) manual that says that it's illegal and unnecesarry to make a backup (ie, ROM) of the game.

Edit: It was something like (or maybe exactly like) the end of the Super Smash Bros. manual...
WARNING: Copying of any Nintendo game is illegal and is strictly prohibited by domestic and international copyright laws.
Back-up or archival copies are not authorized and are not necessary to protect your software. Violators will be prosecuted.

AFAIK the same bios should be OK for both PAL and NTSC games. At least it works for me. (and yes I do own a Playstation, which is modded to accept imported games - it's now legal to do this here)

BTW the .bin file is the BIOS for the Playstation, not the game.

Arrr... yes but a PS disk falls under a slighly different area as it is a common CD formated software and not a specialised use device. I think PS files fall under Inteligent Computer Software whilst ROM are actually under an Digital Patents act... may be off on that one a bit though, haven't looked it up in while and can't remeber where to find it.

Really, I tried a PAL copy of Harvest Moon:Back To Nature usig the scph1001.bin bios and it crashed...
Probably the disk then as it like... 7 years old... :P
