How do I make a picture an avatar?

If I find a picture on a website or scan one on my computer, how do I make it my avatar? Help would be very appreciated.

If it's bigger than 90 by 90 pixels, save it to your computer, put it in microsoft photo editor, and resize to 90 by 90 or smaller, If it's 90 by 90 or smaller already, then right click it and choose properties, then copy and paste the URL to the thing on Edit avatar. In the user cp.

Gimp is definetly nice. It's what I used to make my Avatar.
