I use free hosting through 100webspace.com - they give me a couple of subdomains off of superihost.com (they give a total of 5), php, and a mysql database. They've got a nifty web-based file manager (upload included) and if I wanted I could upload by ftp. You can also configure it to use your own domain, if you have one.
(a couple of caveats are small subdomain name length, a file-size limit, and their hosting adbar has an annoying expander on the right, and may throw off some CSS absolute positioning. (haven't checked yet on the positioning, but that wouldn't be too hard to work around, and it's better not to position too much absolutely anyway - not everyone has the same font sizes.) Still, no banners, no stupid frameset, the hosting bar is thin and doesn't look horrible like I've seen at some other hosting providers, so it gets 8/10.)
