Do you have a drawing artpad for your computer? Maybe you left the pen or extra mouse thingy on it and that's why it spaz's out. (Happened to me anyways...)

Do you have an Optic mouse? That tends to happen to some GM and other cheap optic mouses.
But if it is a wheel mouse, perhaps it's dirty. You can always open it up and clean the rods.
Also, I've heard sometimes if you don't load the drivers that can happen; even if the Windows OS recognizes the device.
Or perhaps you need to configure it....

Check out: http://www.computerhope.com/issues/ch000253.htm
It actually answers the question and tells you on how to fix it (for both kind of mice) . I hope this helps.

I use an optical mouse, and on occasion I find it acting funny which is usually fixed with a pair of tweezers used for pulling little bits of fuzz/hair/etc. out of the optical part on the bottom.

(Off topic: *takes deep breath* Now that's a run-on sentence if I've ever seen one! )

Like MelodyMaker has stated; hair, fuzy etc cause about 90% of optic mouse problems relating to jump around. The site I posted posted (http://www.computerhope.com/issues/ch000253.htm) stated that along w/ two other common causes.
