Kana? What is this character?

I keep noticing a character that looks like the Hiragana for tsu, however, it is smaller and seems to be silent. Anyone know what is is?

It indicates a double consonant.

the small tsu is used when you want to have a jumping sound. For example:
Nakunatta (lost): なくなった that has the small tsu, and if it was just a regular tsu, it would be
Nakunatsuta: なくなつた
I hope that helps, it is confusing to learn...

That's just great... the English language is hard enough to spell as is.
