Free or pay? If you are willing to pay,

my host of choice is in korean, so it's not for people who can't speak korean. sorry dude, it was US$40 for two years with 300MB, 500MB a day, and everything usual except MySQL. just pay $5 more and you can get MySQL.

http://www.angelfire.com is good. You could do free-webs. I don't know the link for that, but I know there is a freewebs. It is very very good for free hosting, I highly recomend it. I also recommend Host Ultra, you could use the free one, or the pay.

Myself, I run my own data center and my own servers. It's a bit of an investment in electricity and environmental engineering, but it's so worth it to have your own rack and your own network.

Oh, sorry. Did I say that out loud?
I run my own server/network myself too. If you can, get an OS X box, their basically unix, but with easy-to-use gui tools. Baring that, get a linux box (if you know enough about linux). Baring that, don't run a network. The amount of headache a M$ server will create for you (if you don't patch it EVERY DAY) isn't worth it.
Just my $0.02.
